Yes. I don’t have Chronicles but in BO2 I’ve had the box spawn in the starting room quite a few times and I don’t see why it wouldn’t in BO3. Origins has 6 box locations so you probably just got unlucky. If you want to save some time you can use the “fast restart” command.
