1.1 Who has NRPF? No recourse to public funds (NRPF) applies to people who are ‘subject to immigration control’ and, as a result of this, have no entitlement to certain welfare benefits, homelessness assistance and an allocation of social housing through the council register.

- Indefinite leave to enter or remain (unless they are granted this as an adult dependent relative)
- Right of abode.

- Refugee status.
- Humanitarian protection.
Can NRPF work?
Access to Work The grant is available in England, Scotland and Wales. Access to Work is not a ‘public fund’ for immigration purposes and therefore can be accessed by a person who has permission to work and is subject to the No Recourse to Public Funds (NRPF) condition, if they meet the qualifying requirements.
Can I claim Universal Credit if I have no recourse to public funds?
