As of 1 August 2021, there are 19,912 current members that have achieved level 99 in all skills. The max cape’s emote shows the icons for all 23 skills flying above the character’s head, and a bar graph stylized like the stats interface icon, with the player floating over it.

Altogether, it really depends on what method you are using to train each skill. I calculated that if you are using the fastest methods for each skill, you can max in only 1700 hours in total. But, the average player is going to take more or less 2300 – 2500 hours.
Are Achievement Diaries members only?
Achievements is currently exclusive to members only. Players who have completed all the achievements can purchase an Achievements cape (t) from Twiggy O’Korn in Draynor Village for 99,000 coins. Completing all the achievements will also add a cyan trim to the Quest point cape.
How much XP do you get from all diaries Osrs?
In order to be able to claim the experience, a player must have a level of at least 30, 40, 50 and 70 respectively in the desired skill. Every Achievement Diary lamp combined would give a total of 891,000 XP.
Can you have multiple Max capes?
PSA: You can’t have multiple max capes with different cape perks 🙁 Unfortunately for me, I found that as soon as you buy another max cape, it comes pre-loaded with all the perks you have on your first max cape. (RIP 2.6m) If you try to remove a perk off one max cape, it removes it off the other.
